Consultancy Service Unit

Introduction

The Consultancy Service Unit is formed by four Divisions, i.e. the Finance and Administration Division, Research and Development Division, the Rehabilitation Division and the Residential Services Division, and is coordinated by the Research and Development Division.

The Unit has a team of professionals who have accumulated extensive experience in organizing training programmes on rehabilitation skills for personnel who serve the visually impaired, and to give professional advices on the design of training programmes for the visually impaired adults, elderly and the mentally handicapped blind to reduce their disabilities. They are also highly skilled in recommending the use of tactile guide paths, tactile maps, braille indicators and tactile signs etc. to design barrier free access for the visually impaired in accordance with the Barrier Free Access Code issued by the Building Department. Their recommended designs are supported by test results and feedbacks obtained from the user groups.

Objectives

  • To provide guidance, and/or products to government department, organizations, private companies and members of the public in making facilities accessible to the visually impaired.

  • To design appropriate training programmes and to provide training on rehabilitation skills to personnel who work in the field of rehabilitation for the visually impaired so that they can serve their clients better.

  • To advice on the design of appropriate training for the visually impaired adults, elderly and the mentally handicapped blind and how to improve their living environments to reduce the difficulties they encounter as a result of their disabilities.

  • Design for clients in making facilities accessible to the visually impaired and provide specific reports and proposals.

  • Produce any product that is required in the implementation of a project mentioned above. The varieties of products range from commonly used tactile guide path, simple tactile indicators to more informative signs with braille message, and tactile maps.

  • Provide training on rehabilitation skills for the visually impaired to personnel working in the rehabilitation field and/or corporations.

  • Provide advices on the design of rehabilitation training programme for the visually impaired adults, elderly and mentally handicapped blind.

  • To advise on the design of more appropriate environments to improve the functional abilities of visually impaired adults, elderly and the mentally handicapped blind.
