ICEVI East Asia Regional Assembly 2001

The ICEVI East Asia Region held its Regional Assembly in Shanghai, China from 25 to 27 July, 2001. The theme of the Assembly was "Education for the Visually Impaired in the 21st Century: A Global Vision". The following were the sub-themes:

1. Evolution of Pre-School Education
2. Advance Technology in Support of Learning
3. Professional Development for Teachers
4. Research & Development of Education Principles
5. Continual Education & Vocational Education
6. Development in Inclusive Education
7. Education for Children with Multiple-Handicapped Blind
8. Low Vision Rehabilitation

The ICEVI East Asia Regional Assembly was successfully concluded on 27 July, 2001 in Shanghai, China. There were about 278 delegates coming from 12 countries in the East Asia Region including Hong Kong, Macau and Taiwan territories. The turnout rate was encouraging. The theme of the Regional Assembly was Education for the Visually Impaired in the 21st Century: A Global Vision. Mr Larry Campbell, President of ICEVI and Ms Wang Zhu, Deputy Divisional Director, Special Education Division, Fundamental Education Branch of the Ministry of Education in China presented the Keynote addresses on Reaching Out to All Children: A Global Perspective and Six Critical Questions and Education of the Visually Impaired in China: The Present and the Future respectively at the Regional Assembly.

In the Regional Assembly, there were eight sub-themes concurrently held. They included pre-school education, advance technology in support of learning, professional development for teachers, theory and practice of education for the visually impaired, continued education and vocational education, inclusive education, education of multiply-handicapped blind and the low vision rehabilitation. There were altogether 63 papers presented around these eight sub-themes.

Fruitful discussions and exchange were held at the sub-theme sessions. A summary report had been made that recapitulated the key issues raised and discussed under different sub-themes at the Regional Assembly. Most important of all, a conclusion was drawn up which was presented by Mrs Grace Chan, Regional Chair of the ICEVI East Asia Region at the Closing Ceremony. Six recommendations were made that provide the direction and clear guidelines to the future development of special education for the visually impaired in the East Asia Region. Among all the recommendations made, one of them is easily achievable. It is recommended that the ICEVI Website will serve as a continuous exchange forum for blind education experts, specialists, blind students and their parents. To get the idea off the ground, we shall work out the details for such a forum as soon as possible.
